Energy and Climate Change Research and the "DARPA Model"

Does the Defense Advanced Research Projects Agency (DARPA) represent an organizational model that could be copied to help meet the technological challenges of climate change and energy supply? Richard Van Atta, a consultant with the Institute for Defense Analysis who has extensively studied DARPA and its performance, addressed this question in a policy seminar. Van Atta discussed the organizational keys to DARPA?s past successes and possible difficulties of ?cloning? DARPA into other environments. This discussion is especially timely given a NAS panel?s recent endorsement of the concept of an energy ARPA.
