Dr. Lowell Wood, one of America?s top experts on missile defense, reviewed the features and technologies involved in creating a robust, effective defense against ballistic missile attacks ? including the criteria for evaluating any such program.

Dr. Wood has worked on nuclear programs at the University of California Lawrence Livermore Laboratory for more than thirty years and is the inventor and architect of the "Brilliant Pebbles" missile defense system.  He is a Visiting Fellow at the Hoover Institute, Stanford University.
