Does North Korea’s Missile Launch Matter?

It does not matter how much effort the international community puts into negotiating with North Korean leaders, they will continue to do as they please in order to prove that not only are they technologically advanced, but that they will not be pushed around. In February of 2012, the U.S. and North Korea had come to an agreement that basically exchanged food aid with promises.  The U.S. agreed to provide North Korea with 240,000 metric tons of food aid in exchange for a moratorium on long-range missile launches, nuclear test, and nuclear activities.
